What Is a Singapore Import Tax Calculator?

The Singapore Import Tax Calculator estimates the customs value, duty and import GST that may apply when goods are brought into Singapore.

Enter the goods cost, insurance, freight and other applicable incidental charges in Singapore dollars.

Then select the goods type and import mode. If the goods are dutiable, enter the actual customs or excise duty payable.

The result is an estimate. Singapore Customs, the courier or the declaring agent determines the final amount based on the shipment and supporting documents.

How to Use the Import Tax Calculator

Enter the purchase cost of the goods in Singapore dollars.

Add the insurance paid for the shipment.

Enter the freight or shipping cost to Singapore. Free shipping can be entered as zero only when no separate freight amount applies.

Add other incidental charges that form part of the customs value, such as applicable packing or commission costs.

Next, select whether the goods are:

  • non-dutiable goods; or
  • dutiable goods.

If the goods are dutiable, enter the actual customs or excise duty payable. The calculator does not invent a universal duty rate.

Select the import mode, such as air or post.

Finally, confirm whether GST was already collected at checkout under an applicable overseas-vendor or seller arrangement.

Customs Value Formula

The calculator first estimates the customs value:

Customs value = Goods cost + Insurance + Freight + Applicable incidental charges

This is commonly described as the Cost, Insurance and Freight, or CIF, value, with other applicable amounts included where required.

For dutiable goods, the GST base generally includes the duty payable:

Import GST base = Customs value + Customs or excise duty

Estimated import GST = GST base × GST rate

At the current standard GST rate:

Estimated import GST = GST base × 9%

The final calculation can change when GST relief or checkout collection applies.

Singapore Import GST Example

Suppose you import non-dutiable goods by air with these details:

  • goods cost: S$500;
  • insurance: S$10;
  • freight: S$40;
  • incidental charges: S$0;
  • customs duty: S$0; and
  • GST not collected at checkout.

First, calculate the customs value:

S$500 + S$10 + S$40 = S$550

The estimated import GST is:

S$550 × 9% = S$49.50

The estimated additional import tax is S$49.50.

Courier handling, disbursement, permit and administration fees are not automatically included unless entered in an applicable field.

GST Relief for Air or Postal Imports

GST relief may apply to eligible goods imported by air or post when the total CIF value does not exceed S$400.

This import relief generally does not apply to intoxicating liquor or tobacco products.

For example, eligible non-dutiable goods with:

  • goods cost: S$350;
  • insurance: S$10; and
  • freight: S$20

have a CIF value of:

S$350 + S$10 + S$20 = S$380

Because the CIF value does not exceed S$400 and the qualifying goods arrive by air or post, import GST relief may apply.

If the CIF value exceeds S$400, GST generally applies to the full taxable value, not only to the amount above S$400.

Low-Value Goods and Checkout GST

Low-value goods generally refer to qualifying goods with a sales value of S$400 or less that are imported by air or post.

The sales value test for the overseas-vendor regime is not always the same as the CIF test used for import relief.

A GST-registered overseas seller, electronic marketplace or redeliverer may collect GST when you make the purchase.

Select Yes for checkout GST only when the seller, platform, receipt or logistics documents confirm that Singapore GST was collected under the applicable arrangement.

Do not select it merely because the checkout total included a foreign sales tax or an unexplained fee.

GST should generally not be collected twice. Keep the invoice and proof of payment if GST was charged both at checkout and again during importation.

Air or Post Versus Sea or Land

The import mode can change the GST treatment.

The S$400 import-relief rule applies to qualifying goods imported by air or post.

Goods imported by sea or land generally do not receive this particular import GST relief, regardless of a low CIF value, unless another specific relief applies.

Select the actual transport method used for the shipment. Do not choose air or post simply to produce a lower estimate.

Dutiable and Non-Dutiable Goods

Most imported goods are non-dutiable and may be subject to GST only.

Singapore’s broad dutiable categories include:

  • intoxicating liquor;
  • tobacco products;
  • motor vehicles; and
  • petroleum products.

Duty can be based on value, quantity or another product-specific measure.

This is why the calculator asks you to enter the actual customs or excise duty amount instead of applying one rate to every product.

Check the product classification, permit requirements and applicable duty before entering an amount.

Controlled and Prohibited Goods

A low tax estimate does not mean that an item can legally be imported.

Some goods require approval from a competent authority. Other products can be restricted or prohibited.

Examples may include certain health products, telecommunications equipment, chemicals, weapons and tobacco products.

Check the product requirements before arranging shipment. The calculator does not issue permits or approve imported goods.

Gold Imported into Singapore

Gold products can have different GST treatment depending on whether they qualify as investment precious metals and meet the applicable conditions.

The Gold Price Calculator Singapore estimates metal value from the entered weight, purity and gold rate. It does not determine customs value, investment-precious-metal status or import GST exemption.

Do not assume that every gold bar, coin or jewellery item receives the same tax treatment.

Import GST and Normal Purchase GST

Import GST is different from calculating GST on a local restaurant or hotel bill.

Keep Religious and Estate Calculations Separate

Imported goods may sometimes form part of personal or estate financial records, but their import tax should not be mixed automatically with religious calculations.
