What Is a Progressive Payment Calculator Singapore?

A Progressive Payment Calculator Singapore shows when portions of an uncompleted private property’s purchase price may become payable as construction progresses.

Enter the property price and your planned housing-loan percentage. The calculator displays:

  • the planned loan amount;
  • the planned non-loan portion;
  • each payment stage;
  • the percentage due at each stage;
  • the payment amount; and
  • the cumulative percentage paid.

The result is a planning estimate. Your Sale and Purchase Agreement, developer’s notices and approved financing determine the actual amounts and due dates.

How to Use the Calculator

1. Enter the Property Purchase Price

Enter the full agreed purchase price in Singapore dollars.

Do not enter only your downpayment or requested loan. Every stage payment is calculated as a percentage of the full purchase price.

2. Enter the Planned Housing-Loan Percentage

Enter the percentage of the purchase price that you intend to finance.

The default value is 75%, but this is only a planning input. The calculator does not decide your legal LTV limit or confirm loan eligibility.

3. Calculate the Schedule

The results show the purchase price, planned loan, planned non-loan portion and a table of stage payments. The table reaches 100% of the entered purchase price.

Progressive Payment Stages Used

The calculator uses this typical schedule for an uncompleted private residential property:

  • Grant of Option to Purchase or booking fee: 5%
  • Signing of Sale and Purchase Agreement: 15%
  • Completion of foundation work: 10%
  • Completion of reinforced concrete framework: 10%
  • Completion of walls: 5%
  • Completion of roofing or ceiling: 5%
  • Door and window frames, wiring, plastering and plumbing: 5%
  • Completion of car park, roads and drains: 5%
  • Notice of Vacant Possession or TOP: 25%
  • Completion date: 15%

These percentages total 100%.

The prescribed agreement and approved variations matter more than a general online schedule. URA explains that licensed developers must use the prescribed Option to Purchase and Sale and Purchase Agreement unless an approved variation applies.

Formula Used by the Calculator

Each stage amount is calculated as:

Stage payment = Purchase price × Stage percentage

The planned housing loan is:

Planned loan = Purchase price × Planned loan percentage

The remaining portion is:

Planned non-loan portion = Purchase price − Planned loan

The non-loan portion does not automatically mean cash only. Depending on the transaction and applicable rules, it may involve cash, CPF savings or another permitted source.

Your permitted financing percentage requires a separate assessment. The Loan to Value Ratio Calculator Singapore estimates a maximum loan under selected LTV rules rather than distributing the purchase price across construction stages.

Progressive Payment Calculation Example

Suppose the inputs are:

  • Property purchase price: S$1,500,000
  • Planned housing loan: 75%

The planned loan is:

S$1,500,000 × 75% = S$1,125,000

The planned non-loan portion is:

S$1,500,000 − S$1,125,000 = S$375,000

Selected stage amounts would be:

  • 5% booking fee: S$75,000
  • 15% on signing the agreement: S$225,000
  • 10% after foundation work: S$150,000
  • 10% after the reinforced concrete framework: S$150,000
  • Each 5% construction stage: S$75,000
  • 25% at vacant possession or TOP: S$375,000
  • Final 15% on the completion date: S$225,000

All stages together equal S$1,500,000.

The calculator does not assign every stage entirely to cash, CPF or the housing loan. Loan disbursement normally occurs progressively, but the actual funding mix depends on your lender, CPF rules and transaction documents.

Costs Outside the Payment Schedule

The displayed construction payments do not cover every property expense.

Legal fees, valuation charges, mortgage costs and renovation expenses are also outside this calculator.

What the Calculator Cannot Determine

This calculator cannot confirm:

  • whether a developer’s payment notice is correct;
  • the legal LTV limit for your transaction;
  • loan approval or the approved amount;
  • CPF eligibility or withdrawal limits;
  • the exact cash amount required at each stage;
  • when your bank will release loan funds;
  • interest charged during construction;
  • late-payment interest;
  • stamp duty or legal fees; or
  • delays to TOP or completion.

Check every payment request against your Sale and Purchase Agreement. Contact your conveyancing lawyer, developer and lender if a notice or financing amount is unclear.

Common Progressive Payment Mistakes

Do not enter only the intended loan amount as the property price. The schedule must be calculated from the full purchase price.

Do not assume that entering 75% confirms eligibility for a 75% loan. It is a user-selected planning percentage.

Do not treat the planned non-loan portion as an exact cash requirement. CPF usage and cash requirements must be checked separately.

Do not assume that every development will reach each stage on a predictable date. Construction progress and certification determine when notices are issued.
